Considering that this happens after the 8th gym, it may as well happen after the league. This is a weird move that hardly affects the main story.

Before, not after. He was on his way to Sootopolis. Regardless, it still means the National Dex is received during the main game and you can find National Dex Pokemon as soon you receive soaring.

That is not what Serebii says: "Onto Sootopolis Gym. The gym puzzle is like before where you have various ice blocks and if you fail, you fall down. After defeating him, you will get HM05 and he will tell you to go see Professor Birch for he has a National Pokédex for you. This coincides with non-Hoenn Dex Pokémon appearing in the areas of Hoenn such as the islands and Sewaddle in Route 101. These appear through DexNav."
The Eon Flute is obtained in Sootopolis after dealing with Groudon/Kyogre. This all happens very close to the end of the main story.

That sounds more like they're redefining the game's storyline to end after the Groudon/Kyogre plot end than they are adding in post game content to the main game.

At least this explains why even the non-Hoenn Dex wild Pokémon are low-leveled. But they're so underleveled that it isn't really feasible to train them for the Elite Four unless you resort to using the Exp. Share. Ironically, Victory Road lacks any additions.

Well hopefully Serebii tries the DexNav to get a HA Skrelp. That's really the only thing I care about now that everything else has been found.

It really doesn't. If they're all after the 8th gym then they could just make them all Lv. 40ish. But then even swarms in some games have had varying levels so it's not really that surprising.

Dammit, Skrelp messes everything up. Everything was pointing me in the direction of AS over OR: version exclusives, colour, antagonists. But I really like Skrelp, especially Adaptability Skrelp. I mean, come on, an acid trip sushi dragon? Yes please.
I guess I'll just have to try and trade. :/

Skrelp aside, if the original Hoenn Pokedex had 202 Pokemon, how many does the new one have? I'm a little confused ATM, because there's multiple answers....

211. The National Pokédex and relevant Pokémon are unlocked after the 8th gym.
